Where to complain when the airline says no
Every country that applies EU 261 has a body that enforces it. Write to the airline first. If it refuses or does not answer, the body in the country you departed from is the next step.

What EU 261 says
Regulation (EC) No 261/2004, usually called EU 261, has each country name a body that enforces it, for flights from its airports and for flights into them from elsewhere (Article 16(1)). A passenger may complain to such a body about a breach of the rules (Article 16(2)).
An airline that cancels a flight or denies boarding has to give each passenger the contact details of that body in writing, and so does an airline whose flight is delayed by two hours or more (Article 14(2)).
Which country
- A flight from an airport in the EU, Norway, Iceland or Switzerland: the body in the country you departed from.
- A flight into those countries from elsewhere: the body in the country you landed in.

Questions people ask
Where do I complain if an airline refuses my EU 261 claim?
To the national body that enforces EU 261. For a flight from an airport in the EU, Norway, Iceland or Switzerland, that is the body in the country you departed from. For a flight into those countries from elsewhere, the body in the country you landed in.
Does the airline have to tell me where to complain?
Yes. EU 261 says an airline that cancels a flight, denies boarding or delays a flight by two hours or more gives each passenger the contact details of the national body in writing.
Is AirwayControl a claims company?
